James Quentin Hughes was born in Newsham Park, Liverpool on the 28th of February 1920. Hughes was the only child of a vicar of the Church of Wales. He was educated at Rydal School in Colwyn Bay, Wales, and then began his studies at the University of Liverpool School of Architecture in 1937.
